Georgia election: A new election rule in Georgia that would require a hand-count of ballots on election night will not go into place before the November election, a state judge ruled Tuesday. Fulton County Superior Judge Robert McBurney agreed to block the rule’s application, writing that the public is “not disserved by pressing pause.” The rule was set to go into effect Oct. 22, just two weeks before the election. Early voting: Georgia, one of America’s tightest swing states, broke its record for first-day early voting, according to a state official. Foiled terror plot: The Afghan branch of the Islamic State, ISIS-K, orchestrated a man’s foiled Election Day terror plot, two senior U.S. officials briefed on the matter told NBC News. Afghan native Nasir Ahmad Tawhedi, 27, was arrested in early October and accused of planning to target large groups of people on Nov. 5. He told investigators he and a co-conspirator — whose identity has not been released — planned to die as martyrs. The latest >
Zoom in: Tawhedi first arrived in the U.S. in September 2021. In the weeks leading up to his arrest, the Oklahoma City resident bought AK-47 rifles, liquidated his family’s assets and purchased one-way tickets for his wife and child to travel home to Afghanistan, charging documents revealed. 2024 election: In a late-campaign media blitz before Election Day, Vice President Kamala Harris was peppered with questions Tuesday about her plan for Black Americans from radio host Charlamagne tha God and his listeners. The interview comes after Harris released an “Opportunity Agenda for Black Men” on Monday, but one caller asked her why she didn’t do so sooner and why support for Black men is only sought out during election cycles. Clash over tariffs: Former President Donald Trump clashed with the editor-in-chief of Bloomberg News during an economic forum in Chicago on Tuesday over Trump’s insistence that tariffs would not have negative consequences in a possible second term. Bloomberg’s top editor, John Micklethwait, pressed Trump over his plans to impose a universal tariff on imports and his threats to use tariffs on American companies that outsource their manufacturing. “It must be hard for you to spend 25 years talking about tariffs as being negative and then have somebody explain to you that you’re totally wrong,” Trump fired back, in part. Viral Milton video arrest: The owner of the dog found tied to a pole in Florida shortly before Hurricane Milton made landfall will be charged with aggravated animal cruelty charges, according to prosecutors. Giovanny Garcia will be charged with aggravated animal cruelty, which is a third-degree felony punishable by up to five years in prison. According to the Hillsborough County state attorney, Garcia told police he abandoned his dog while on his way to Georgia because he “couldn’t find anyone to pick the dog up.” A video shared by the Florida Highway Patrol showed the dog standing chest-deep in a puddle. The Leon County Humane Society said the dog, who has been renamed Trooper, is “stressed and still decompressing.” Full report >

Service records upgraded: The Pentagon announced that more than 800 military personnel have seen their service records upgraded to honorable discharges after previously being kicked out of the U.S. military under its former “don’t ask, don’t tell” policy. The Pentagon estimates about 13,500 service members were released from military service under “don’t ask, don’t tell.” With the service upgrades of the more than 800 troops, the Pentagon said about 96% of the 13,500 personnel affected by the policy now have received an honorable discharge. Boar’s Head outbreak: The U.S. Department of Agriculture (USDA) has launched an internal investigation into how the agency handled reports of issues at a Boar’s Head deli meat plant connected to a deadly listeria outbreak, Sen. Richard Blumenthal said Tuesday. According to Blumenthal, the USDA is looking into the response by federal investigators and Virginia state inspectors to dozens of reports of problems at the factory, including mold, insects, fat residue on the walls and dripping water.
