4. Are asylums the answer to mental illness in homeless population?

Originally designed to hold 200 patients, numbers swelled to over 2,000 at the Trans-Allegheny Lunatic Asylum in the 1950s. It was forcibly closed in 1994 due to changes in treatments of patients.
