Weather: Forecasters are keeping an eye on South Florida, particularly the Florida Keys, as Rafael tracks toward the region. As the 17th named storm of the season, Rafael has swirled past the Cayman Islands and is expected to make landfall Wednesday in Cuba as a Category 2 hurricane.
